
St Asaph-based Elwy Properties had sought to convert an empty plot of land off Council Street West into a light industrial unit with associated works.
The land is understood to have never been developed on, and its planning history suggests that no building has ever existed there.
Planning approval was granted in the 1980s for a covered storage yard, but this never materialised.

Now covered in a mix of scrub, demolition material, and hardstanding, plans to develop the site were backed by Llandudno Town Council.
However, the proposal was met with objection from resident John Garner, who said the development would have a “negative impact” on the value of properties in the area.
In a letter to the local authority, Mr Garner also expressed concern at potential noise pollution, increased traffic, and parking problems which could arise as a result of the construction.
Conwy County Borough Council’s planning committee seemingly agreed, and the application was rejected.
